Potential BTO at Kallang Basin Swimming Complex, St Wilfred Sport Centre sites likely to be Plus flats: ERA Singapore
The Kallang Basin ActiveSG Swimming Facility and the St Wilfred ActiveSG Sports Centre are going to stop operations totally in the 2nd half of 2025. On June 13, URA, HDB and Sport Singapore jointly declared the closing of the facilities upon their lease expirations. The Kallang Basin complex, established on Geylang Bahru Lane, is going to finalize on Sept 1, and the St Wilfred centre on St Wilfred Road will close on Oct 1.
On the other hand, the St Wilfred Sport Centre is a 10-minute walk from Boon Keng MRT Terminal. It rises near to St George’s Road, where much of the remaining HDB flats go back to the 1980s, according to Lim.
He forecasts the future BTO project at the site can feature a mix of two- to four-room flats. “The neighboring sites have a plot ratio of 2.8, and assuming a quite similar plot ratio, we might see some high-rise BTO flats, possibly up to 36 floors,” he adds.
Lim assumes that near future Build-to-Order (BTO) ventures at the area could be assigned as Plus flats due to their closeness to town and amenities. Plus apartments have tighter resale restrictions compared to Standard classification apartments, including a much longer minimal occupation phase of 10 years and restrictions on renting the flat.

Locals will definitely have connection to a new Sport-in-Precinct facility in nearby Kolam Ayer, which is set to start at the end of the year. On the other hand, plans to introduce public housing at the two sites are currently being examined, according to the agencies.
The plans to seal the Kallang Basin and St Wilfred sports facilities for redevelopment are reasonable, given that both locations are considerably older compared to some other sports complexes, observes Eugene Lim, key executive officer at ERA Singapore. “It makes sense for the sites to pave the way for much better land usage, specifically considered that they are located fairly near to the city centre,” he adds.
The Kallang Basin Swimming Facility location is within walking distance of Geylang Bahru MRT Terminal and the Geylang Bahru Market and Food Center. Lim marks that the majority of the public real estate blocks in the Geylang Bahru area were built in the 1970s, suggesting a need for new developments that will invigorate the location.
